Cement has deteriorated

In my garden there is a 1 metre square patch, which has deteriorated over the years. The ballast seems dry and is exposing the ground underneath. It’s around 1inch deep.

how do I repair this to ensure that it doesn’t split/crack from the rest of the surface please?

Dig it out do you can put it back at least 4” thick.

That's great, thanks @Ian H. Once I have dug out to that depth, do I use ballast and cement to pack it out and do you recommend a certain strength of mixture?

I’d do 4 ballast to 1 cement, quite wet.
