I've got some bags of cement from an extension we had built a couple of years ago. They have been kept in the dry and still feel loose(powder).

Are they still OK to use?
Or does cement go off?

yea it does go off so if you need to lay a patio or fence posts or something go nuts but I wouldn't use it for anything structural or important.

You haven't lived til you seen the scrammble when a merchant or shed puts a pallet of out of date reduced cement outside their door.
