Central heating - Boiler

can anyone help me with a problem on the boiler (it's apollo),
It's fan (I presume it's fan) starts working every 1.5 or 2 min. for 15-20 sec. with a tired sound, even if the thermostat and controller are off and it keeps doing that until you switch off the main.

The Apollo Fanfare is designed to do exactly that. It gets rid of the pilot fumes.
