central heating drain off location

Another question about the heating system setup.

This one is regarding a property on the third floor of a tenement.
The plumber is suggesting that the drain off for the radiators & pipework be located to the outside on the rear elevation to drain outside off the wall and into the back garden.

I understand the need to be able to confirm that the drain is complete visually, but surely, there must be better ways of doing this than draining down from the height of 10m?
Not to mention that the water would be loaded with inhibitors, etc. and not great for the garden downstairs...
