Central Heating Drain Off point - Where/How Do I find It?

Can I ask what is I guess a pretty obvious question please? I am about to fit thermostatic valves to radiators in a ground floor flat. The problem is that I do not seem to be able to find the rain tap anywhere. I have this awful suspicion that it has been covered up by the laminate flooring that has been fitted on top of the flooring slabs so beloved of builders these days. Is the most likely place for the ‘drain off’ to be under the floor or should I look elsewhere?

If below the floor is there any practical way to replace the valves without flooding the place and ruining the new carpets? Or, as I suspect, do I have to cut a service hatch?

Any help gratefully received.

A drain off point is usually located on the downstair rads. Check both pipe ends. Also check the boiler flow and return for a drain off.

You can if it's an open vented system, temporarily bung the open vent and cold feed to balance the system, thus not having to drain off. You can get a bung pack from your local plumb center.
