Central Heating pump speed

Is there a general rule for what speed setting your pump is set to? Currently, mine is on full (3). It's a conventional system with water cylinder and CH F&E tank in the loft. There are 13 radiators in total, 2 of which are double, others are single.

1. Is the boiler overheating, i.e temperature rises very quickly and then the boiler cuts out?

If "yes". The pump is not moving the water fast enough. Set it to 3

2. Are all radiators heating up OK.

If "no", the pump pressure is too low. Set it to 3.
