Possibly, it's usually, usual culprit is float valve in loft.
float valves in both tanks are nearly new

Are you talking about a single lever monobloc tap that uses a 1 piece cartridge or a mixer tap with 2 x 1/4 turn ceramic valves?
If it's the later then yes, they can chatter when they get worn, causing the noise, usually where the mains pressure is higher.
