ceramic floor edges

When laying ceramic floors should you attempt to leave a grouting space between the edge tiles and the skirting board?
Or do you just cut the tile snug up to the skirting?
 
You can just butt the tiles up to the skirting but this may leave space for bits to collect. The neatest way is to leave a gap and grout it. You want to use a silicon but that may look poop in time
