Ceramic tube/dutch damp proofing

I am buying a Victorian house which needs a refurb. It's damp but has had ceramic tube damp proofing. I can see that this method doesn't work online.

Is there any way to remove? It looks awful and I wonder if it will also cause problems too.

Trying to find out as much info as possible before paying for survey (which can't be done for several weeks)

Yes it can be removed if you are happy with the costs of that and think the resulting appearance will be less noticeable.
 
The building looks to be of solid wall construction, I'm not sure how those extra vent holes will contribute to the dampness.
