CH room Thermostat, no live wires

I am wanting to change my thermostat in my room for the Central Heating, as it only seems to click between 10 - 15 no matter how warm the house is.

When i removed the cover, i found 4 wires

Red - live
Yellow - Heating Control
Earth
Blue - Neutrel

The red was not live, in fact there was no power going to the thermostat.

Can anyone advise.

Probably because the programmer/timeswitch selecting central heating is off.
 
How wowuld I switch this on.

I dont have a programmer anywhere. Just a few controls on te actual boiler.

Theres a temp setting that is set to max for the heating, and one for the water also set to max.

When i turn down the temp setting from max, the heating stops.

Basically no matter what i do on the boiler regarding temp settings etc, the red wire never becomes live.

Yes i have a combi when i moved in?

Dont they require a stat??
