Changing a consumer unit on a TT supply

If the existing earth rod is providing a low enough loop impedance, but the electrode is not accessible for inspection and maintenance as the rod is, for example concealed below paving, would you have to a) reveal the electrode by excavation, or b) install a new rod in parallel , or c) nothing more ?
 
The connection to the rod must always be accessible. Fit an earthrod pit if required.

Is this a) an example question, or b) a job you are doing? :lol:

I would prefer to see the earthing system upgraded during any fuseboard change if possible.
