Checking drum bearings

My Hotpoint WMA 30 has always been pretty loud.

Now its begun getting really loud on the final spin. The drive belt came off the other day and i've put it back on twice but it keeps coming off and sometimes screeches a lo.

When I put my hand on the outer plastic casing and put my hand inside the drum, there is about 1/4 inch independent movement between the drum itself and the plastic casing.

1.Is this the right way to check the bearings?
2. and does this small movement mean they are gone?

There is no grinding noise when the drum rotates.
