chimney in lounge

There is an open chimney hearth in the lounge of this house i am working on. The opening to the chimney has been boarded over badly and so i will re do it. Can i put insulation behind this boarding and would i also need to put in a vent to allow air movement ?

The fire is not to be used.

This fire, or builders, opening question has been answered many times in the past six weeks - perhaps research this forum (and also note the many variables associated with boarding up), and then come back here with any further questions.
