Chimney NHL vs cement

I need to get my Chimney repointed.
I been reading articles online and they say its more labour intensive to use non hydrated lime the cement Why is this the case?

It's not

The mixing takes longer. If using NHL 3.5 you need to let it mix for 20 mins, then leave for 20 to fatten up, and then mix again for a couple of mins.
Don't add too much water at the start as it will get wetter as it takes air into the mix.

That does not sound very intensive.

It is if you mix it by hand.
