Circulating pump not working

I'm after some fault finding info
I have a Combipac HE, approx 3yrs old. The boiler will fire up but will shut down soon after.
The recircultion pump Grundfos UPM3 doesn't appear to be operating, with nil LED lights illuminated. We have removed this for bench testing and applied 240v where we were given 1st indicator green light 2nd indicator yellow. With power applied the pump did not operate. Is this normal?
With pump reinstalled same issue no LED indication.

I have also observed what I believe is a mixing valve p/n NVM02-83005202 to be making quite a noise almost a vibration coming from within. If this is faulty does it prevent power supply being provided to the recirculation pump?

Are there any fuses within the system I need to check?

Control panel indications are all normal, pressure is set to 1bar.

Boiler was working fine until it stopped

I would appreciate any help you can provide as we are in our winter in New Zealand and have no heating or hot water.

You don't say what exact version you have but it looks like its on PP1 setting which is a very low setting but the pump should still run, you can select all sorts of modes/setting on all these pumps but should only run it on test for a few seconds to ensure its actually running.
