cistern filling slowy, also wont shut off!!

just fitted a cheap and nasty b and q bathroom, the cistern is a dual flush with a single pole for filling. iv ajusted the screw but the water when it fills does not shut the water off, resulting in an over flow to the pan??/

also quick question should there be water running to the pan while filling?????

if you lift the float does the water stop entering the cistern? i had one that was jammed and would never lift when the waterlevel reached the float.
