Cistern problem

I am having a problem with my toilet flushing , its one of the pushdown ones but when you push only a small amount of water comes out and after taking off the lid it appears the cistern is not filling up properly..after the cistern is emptied the water just trickles in slowly out of the top of the ballcock housing but the cistern is taking ages to fill up (not sure if this is where the water is suppose to come out) the make is torbeck and when I looked on ebay it appears to be one of these

The water is just trickling out of the top left where the blue nut is just above the arm, can it be repaired or will it be a new unit...

The float has fully dropped and moves ok,when I lift it right up it stops the flow
 
i would shut off the water and unscrew the blue ring check all the diaphragm and give it a clean.
