Cistern Syphon Reinstallation.

I have removed a derwent Macdee and repaired the syphon diaphragm..now some questions for reinstallation:

When I removed the syphon, there was a black rubber washer inside the cistern over the thread of the syphon that had large amounts of sealant around it as did the thread. OD is 6.5cm ID is 4.5cm.

Should i replace it?
Should this be inside or outside of the cistern? I would assume inside is correct.
Do i really need to use any sealant on the outer locknut (it seemed odd that there was some inside the cistern) if so what?

buy a tube of LSX - clean off as much of the old sealant as possible . then apply a smear . Washer is correct place - outside nut doesn`t need sealer
