Can someone just explain what this term generally means ?

It rather depends why you want to know - what is the context?
A so called 'clean earth' should, if anything, be called a 'cleaner earth'. That is, it is possibly slightly less affected by electrical noise (as in unwanted electrical disturbances) than the normal protective earthing system.
It basically consists of an additional connection to the earth terminal of an appliance that is connected as close as possible to the source of supply. Some installations - typically for large computer systems such as super computers - have the clean earth connected to a separate electrode system, but this can have serious safety issues and must be properly designed and implemented
It is often specified in general IT installation, but it is loosing favour these days as the current fashion seems to be forming many connections in a mesh. This may have Electro-Magnetic-Compatibility (EMC) advantages, and it can improve safety if functional or high integrity earthing is involved (oh no I've used that term - we are for it now
).

RCD protected fused connection unit, (wiring instructions) Standard use, for electrical safety ensure that the two earth connections E & SE are linked together using green/yellow sleeved copper wire
Note: When using product for clean earth facility no link wire is required.

I don't really understand the context from your connection unit instructions.
However, if you have no specific need for a 'clean earth' (and you would know if you did) I recommend that you link the connections.

Usually a clean earth has no physical connection to the mains earth and can be created for say a computer suite or other sensitive technical equipment by the use of delta/star wound transformers ie three phase in delta and out in star with a new isolated earth point.
