Cleaning concrete gravel board

Hello everyone.

My neighbor recently painted (not stained) their side of the fence in white resulting in drips appearing on my side of the fence as well as on the gravel boards.

Unfortunately, this is where things get worse. I attempted to hose down the drips and scrub them off. This did help to an extent but it has also has darkened/dirtied the areas. I've tried bleach (scrub and then leave for 15 minutes) as well a pressure wash but the marks aren't fading or going away.

I did scrape the areas with a screwdriver and that did reveal the lighter grey leading me to try wet and dry paper (120 grit) but that has probably made things worse.

Is there anything I can try to improve the appearance? Perhaps a more aggressive detergent?

A photo is below with the marks circled. As the other gravel boards are lighter, these areas do look unsightly.

I would think your best bet now would be a few coats of a quality masonry paint. It seems you may have blasted off some sort of coating on the boards.
 
are you talking about the patches where the concrete is mid-grey rather than light grey?

It's damp. Leave it to dry.

Leave it to weather for a bit.

If you paint it once, you will have to paint it again every ten years or so.

Hopefully it'll weather and fade in time but masonry paint may be way to go if it doesn't.
