The lath is in poor condition if you ask me, I would need a close look but it looks like it has had it's day. Might be best removing the lot and either boarding it or lath it. I suspect most plasterers would tell you to overboard but in this case I suspect you will be asking for trouble.

the ceiling in question, ive actually already taken the decision to pull it down completely and board it, the question i have is regarding the artex, could it be asbestos?

the artex i have there, is actually all over the house, on the landing the halwlay, and on some of the walls not just ceilings, so i want to get rid of the lot.. its just they were the only pictures i had to hand of a closeup of the artex to post

Artex can have it in if it's over 20 years old or so. But the levels are not a danger if you don't do this for a living. Get a mask rip it down and give the house a good clean. Don't scrape it or sand it because you allow it to become airborne. If you just rip it down as it is 99.9% of the dust will be from the lime render and all the crap above the ceiling.

Artex can be removed without a specialist company, say's it all really.

ah so on the other rooms, scraping it back to make it flatter for plastering isnt a good idea then in case its asbestos

maybe board over that or just layer an layer the plaster on until its covered
 
i personally would not overboard it, id take it all out. Then you can insulate, put lights in ( spotlights ) move switches etc.

It'll be a bit messy for a bit but if you have decided to get rid of the artex somehow, may as well get rid for good. It may cost you a couple of quid more to get it removed ( unless you rip it out yourself ) But its worth it.
