Closing cavity at the eaves - is it required?

I'm building an extension to an existing single storey workshop in my garden. The current building does not have the cavity closed at the top of the block work (construction is dense block/thermo block).
I'll give the building inspector a call tomorrow, but I was just interested if it's normal to close the cavity, or could you leave it open?
It would be much easier to leave the cavity open, and sit the wall plate just on the inner leaf (as the original construction).

No, 50mm air cavity to mirror the original construction. As this is a garage according to the building inspector he was happy to copy the 50mm and leave the cavity open.

Does it make a difference then?
 
If the cavity is fully filled there is no need to close it at the eaves. If not then close it.
