Closing gas stop-cock outside the house, while I leave the gas boilers on. is this safe?

I have a holiday home in Italy which is empty at the moment. I have turn off both gas boilers and
will turn them on when we are there. During the winter months, is it fine to turn off the mains gas
stop-cock outside the house and leave the gas boilers on and when I am due to be there, my neighbour
can turn the gas back on for me before I arrive. He does not want to have the responsibility to go into
the house.

No, better if you turn it on, when you are there, to supervise things.
 
Most modern boilers will go to lockout when they are left on with no gas to light
they will usually have 3 attempts to light then lock out
 
Depending on where in Italy then this may not be but if there is a potential frost/freezing risk then you also need to consider that.

If the gas is turned off outside the house then, if the boiler relies on a pilot light to restart, this will be extinguished and the boiler will not restart when the neighbour turns the supply back on. If instead the boiler has some sort of piezo electric relighting system, then someone has to be present to keep the ignition system button pressed until a flame is established, so again the boiler will not self-start.
So, either way I can't see that doing this will be helpful, since you'll need to be present at the boilers to get them back into use.
By all means turn off the gas at the outside stopcock when you leave the house, but getting the neighbour to turn it back on before you arrive back will serve no useful purpose.
