Cold Flat Roof (unvented) Insulation

I am a first time poster and hoping that the wealth of knowledge of this forum could help with some advice

I am trying to insulate a cold flat roof (60m2) but after researching the subject most of the information says I have to ventilate. The roof is split in 3 sections with 2 RSJ stopping cross ventilation and it is surrounded on 3 sides by walls so I can not ventilate.

I have read by fully packing the insulation between the joists and the fitting a vapour check barrier is a way around the problem. The problem would be Building control as I don't think they would allow it.

The room also has to be rewired and by trunking all wiring on top of the ceiling would make it more air tight.

Does anyone have any advice on this?

What is the condition of your roof covering?
May be worth doing a warm roof.
