cold radiator

I have just had a new kitchen built on the ground floor of my house and it includes one very large radiator approx two meters high . The problem is that at moment only the top of the radiator is hot. The inlet pipe where the valve for adjusting the temp is always hot and is set at 5. The outlet is cold. I have tried to bleed it without result. The boiler is on the same level as this radiator there is one other in the ground floor entrance hall. All other radiators are on the upper level

Have you tried a bit of balancing, as per the FAQ's?
