Cold radiator

Any help will be greatly appreciated because this radiator is driving me crazy.

setup

Open vented system
Microbore
Oil burner
11 radiators

Problem
======
Small first floor radiator stop heating up. Being quite old I suspected that possibly was blocked so I replaced it with a new one. I took the opportunity to replace 3 ground floor radiators at the same time.

Result, top radiator still not heating up (but its a new one now) the other are fine.
I noticed that the pipe heats up to the TVR valve but not the radiator.
Bleeding the radiator has no effect - in fact the water just drips out of the bleeding valve with no pressure.

NB.
TVR and lockshield valves are brand new.
Drained and refill system 3 times

Any ideas anybody ?

Turn on heating only, turn pump speed up to 3... close off rads that heat up and chase the heat to the few that don't heat up. Make sure there is always at least one rad open... should work a treat... vent each rad as necessary, crack open a few beers/wine etc and have a good christmas
