Cold rads

I am building a wall for a friend at his factory, he mentioned that in the office some of the rads are cold, I just thought they would just need bleeding, I bled them but they still remain cold does not equate as one works and the next one does not, any ideas where or what o check next, not being a heating engineer if it is going to be a problem job I will advise him to get someone in, but being as I am would love to sort it myself, its a combi boiler, the presure is fine, the temp when on is fine, the boiler was fitted a year ago to sort the problem but has not the guy who fitted it said he would come back and sort the rads out but alass he has had his money and legged it.Cheers Steve
 
Balance them, close the valve slightly on the hot ones and slightly open the cold ones.
