all of my rads are cold.i have been told there is a blockage in the pipes and because there is no curculation i can not get it cleaned out.it is 8mm pipes do i need to change them to 10mm pipes

no they werw luke warm when we put them on after the summer then we turned them off 2 weeks ago for the weekend then when turned back on they do not heat up plenty of hot water just no heating .i have had a pump change and still no joy
