Cold water tank overflow leaking

Since Friday night - of all times - the overflow pipe just below the upstairs gutter is leaking.

We're in a chalet bungalow with 2 connected 'coffin' type cold water tanks in the loft just under the ridge line but there isn't headroom to get right up there.
On Friday night we noticed water dripping from the loft hatch below the tanks. The drips were coming from the top pipe where it went into one of the tanks. We tightened up a screw of some kind around where the pipe entered the tank and Hurrah! - the drips stopped. Now however the overflow pipe is leaking and there is a sound of water constantly filling up the tanks.
We can only access the tanks from below while standing on a step ladder.

Any helpful advice?
 
Sounds like the ball float valve is not shutting off, needs replacing, easy job if you can get to it. You may have a problem accessing it.

Thanks for the diagnosis.

Guess we'll have to wait for our friendly local plumber to get up from his sick bed and rescue us!
