I need to replace the cold water tank in the loft and would like to know if a 25 gallon tank would be enough for a 3 bed house feeding just the hot water and power shower?

Not being funny, but it depends on the amount of water you use, not on the size of the house. If it is you, the misses and 12 kids, bathing twice daily, you need a bigger tank than when it is just you having one shower a week. The second question, even more important, how much extra weight can your loft beams take?

to comply with water regs if your supplying your cylinder & another appliance you must up your tank to comply with bs6700.
an average power shower will give 14 l/m a 25 gal tank will hold 112.5 litres that will take 8 mins to drain that tank approx without knowing your mains water fill rate.
