Combi boiler bench mark

Hi,
I got a new combi boiler fitted 2 years ago, it has just been brought to my attention that the bench mark hasn't been filled in, the gas man who told me wasn't interested in the job of filling it in, is it a big job? Time consuming? Or is he simply not allowed by law to fill it in as he didn't fit the boiler?

Put simply, it's not for him to compete.

It's meant to be completed by the installer, at the time of fitting, to show that all the necessary safety checks and building regs etc have been complied with ( that is providing it's completed truthfully of course).

So it's likely it's a hodge job then that's why it wasn't filled in?
