Yes, provided the cylinder is unvented, so that your hot water is at mains pressure.
Which means you use a lot more of it in the shower.

The old system using a cold water cistern feeding a low pressure cylinder is obsolete
Or is it too much trouble for people to install a tank in the loft. Lazy plumbers who do not have to live with the system. The cold water cistern provides for a good supply of water when the pressure in the mains drops.

Un-vented systems need safety devices to ensure the tank does not rupture and these need to be inspected and tested on a regular basis. And if the safety devices do have to operate then hot water and maybe steam are released into the cupboard where the hot water tank is. The drain pipe from the safety valves cannot always cope with the amount of water being released.
 
What do you do then when your combi boiler breaks down?


Boil a kettle, fill the sink and have a wash.
Simples.
