Concealed cistern toilets

If fitting a toilet concealed cistern. What's the best way of marking the height of the toilet. Do you set it so you don't have to cut and length of the flush pipe in the vertical section?
 
It's on an IPS panel system. Would I be best getting the toilets in place first then cut the flush pipe depth wise. Then sit the cistern on the flush pipe without cutting down and screw the cistern to the wall?
 
I always put the pan in situ.
Or flush pipe in pan and measure up to a straight bit of the flush pipe.

A lot of these low level cistern units give you very little height and cutting flush pipe very near to the radius is a common issue which usually requires lots of ptfe around the plastic olive under the backnut!
 
So you try to set it so as to not cut the flush pipe down? Is an IPS panel system not vanity so is plenty of room.
 
It depends where you want the flush panel/button.
Higher up gives a better flush!
