Concrete fillet falling off

I had a new roof fitted about 3 years ago. No problems apart from the concrete holding the base of the top ridge tiles has come away for the second time. This happened about 18 months ago and the roofing company came back and cemented them again - but it is falling out again and dropping off. Is there a reason for this happening twice? We never had this happen with the old roof (same ridge tiles used).
