concrete floor afer long term leak

Hi guys. Im new here. Having some problems with our new house. I identified 2 long term leaks in the bathroom which resulted in rotting chipboard boxing and black mouldy damp under the ceramic floor tiles. Now the damp smell is still there. Ive also identified some areas of the concrete that appear to be hallow underneath. I dug a small hole and thetop layer seemed to be very soft beneath the surface. And about 1 inch down there was solid layer. Now the smell is very bad from this soft layerlike methane gas.... iveobviously cured the leaks and have been airing the floor for about 3 weeks. Do i need to remove this top layer then relay something
