I want to paint my concrete stairs (half indoor and half outdoor)
i have bought the paint but i need to fill gaps, scars and damaged steps
can I do it with cement or it is better to apply other patching materials??
hope your weather is better than mine, stuck here on a seafront promenade with the waves breaking over the wall?

if you use Cement, there is a very high probability that the cement will crack and fail in a short period of time, especially if water gets in behind the patch the frost will simply burst out the cement patch.
A possible better option, depending on how bad the patches are could be to use Epoxy based compounds, obviously, I do not have the faintest idea of what products are available to you. The advantage of a decent Epoxy is that is generally not affected by frost, drawback is cost? and availability?
