Constructing the base, i have a load of mesh left over to put in with the concrete. Would i still need a hardcore base on something like this?

Thats the general recommendation from the manufacturers. 100mm hardcore, 100mm concrete for a basic garage, more if the soil needs it for stability, 75mm bigger all round than the external size of the garage, sloping trowelled edge for water run off. Normally they don't seem to recommend mesh unless you're loading it up with a few tons. Remember mesh and hardcore have different functions - hardcore adds mass for stability and reduces the amount of concrete needed whereas mesh adds tensile strength to resist cracking due to ground movement. Personally I'd throw the mesh in there if you have it to spare, but I'd not leave out the hardcore except on a small shed base maybe.
