concrete within the floorboards???

Hi, We have just taken on an old terrace house that is really damp, upon lifting the carpet(which was wet in one area) we noticed there are concrete blocks within the floorboards to the same level that run in line with where the entrance porch is. I am assuming there may have been an entrance hall wall here at some point that has been removed. The issue is the patches of concrete are soaked and this is what's soaking the carpet.

Is this something that would be resolved when we get someone to sort out the damp? do these blocks have to stay?

The blocks can be removed bellow floor level and the flooring reinstated properly.
