Condensate into gutter downpipe

Parents have moved. I went along to help them use the fancy wireless thermostat and get the heating up and running.
Anyway, note condensate runs from boiler (airing cupboard upstairs) outside, along side of house and in to gutter downpipe. It goes from small plastic pipe quickly into really large pipe (presumably to discourage freezing). As an aside it leaks at the join!

Is it normal to put them into the downpipe? British gas install and previously under their cover. [/list]

It's not unusual if it goes to a combined drain.. It's not good though because if the down pipe exit gets blocked and it rains heavy, the boiler will get flooded. Unless preventive measures have been taken.
