Condensation in UPVC frame

I have had a new consevatory built. The concrete floor is still not dry, it has only been up a week and we have had very cold weather! I have had the heating on full to dry out the floor and also have a dehumidifer on. A lot of moisture has been taken away by dong this but i am still having to wipe down the windows several times a day. i have noticed that droplets of water are seeping through the plastic frame at the bottom near the floor. Is this normal casued by the floor drying out?? Any ideas?

Mine took most of a summer to dry out properly (10cm slab)
