It's very hard to do anything with a faulty solvent joint, proper way would be cut it above and outside, put a straight couple in, then a new right angle. All with the correct solvent cement.
And this is probably waste water drainage rather than for system as there should be a trap in the boiler, but check the boiler manual to confirm that is the case.
