Connecting Panel Heater

Have got a new panel heater here, first thing I notice is it only has a 2 wire cable with no earth, is this completely abnormal.?

"The installation must be equipped with an all pole diconnection mechanism with break contact distance of at least 3mm in each pole", what am I looking for in simple terms.?

Providing the heater is double insulated (which most are these days) then yes a two core flex is normal.

Depending on the installation either an FCU or a 20A DP switch
