Connecting up new garage conversion

Hi All,
I've almost finished converting my garage to accommodation with the help of a builder acquaintance.
So far we've had a few lights & sockets in there hooked up to the house via an extension lead.
A local sparks has been out twice to advise and was supposed to be coming some time soon to connect it all up, test it and sign it off, but now says he's too busy and that in any case he doesn't want to put his name to it having not done the work himself, despite us having followed his recommendations, sent him photos of the cabling before plasterboarding as he requested etc.
I just tried another local sparks but he unsurprisingly said similar due to not having been involved at all during the conversion process.
So I'm stuck, not able to get the power connected in my nice new conversion...
Any helpful advice would be appreciated.
I'm in Somerset by the way.

What do you mean by this:

and what document(s) do you expect to get from this process?

Has this conversion been notified to building control, and if it was, what was specified on the application regarding electrical work?
 
I want it all connected up safely first and foremost
Ideally I would also like documentary evidence that it's safe.
No building control have not been involved but I do have planning permission.

Good question, but it sounds as if the work was done under some sort of 'supervision', seemingly based on recommendations ('design') from the electrician - with, I suspect, an agreement that the electrician would test and 'sign off' the 'supervised' work ...

No building control have not been involved but I do have planning permission.
Garage conversions are notifiable work, so you will need to get building control involved, and not just for the electrical, for everything else such as insulation, structure, damp proofing, windows, ventilation, heating and so on. There will be a cost involved and it's likely to be more than the usual amount as most of the work has already been done.

The electrical work itself may not be notifiable if it's only extending existing circuits, however even if it was notifiable it's too late for any scheme registered electrician to notify it, so that only leaves the building control route, which will be needed anyway for the rest of it, so no real loss there.

For the electrical connection you will need someone who is prepared to inspect and test what's there, including reference to any photos or other details of what was installed.
The document provided from that will not be a standard one, as it will only cover what can be seen or tested, and it will have various limitations specified including that some/all of it was installed by others. The photos taken previously and any other evidence can be attached to the certificate.
There will be no 'part p' notification, but that can be done via BC with the rest of the conversion so that's not a problem.
