is it ok to put a new concrete floor on top of an old concrete slab as long as i put a dp membrane on top of sand before laying the new floor?

Assuming the slab shows no sign of movement or recent cracking and the floor levels work I don't see why not. The answers you receive will be relative to your brief question.
