Hi,

I have just bought a new consumer unit from ebay that was advertised as brand new. Upon opening it I have discovered that 60% of the insulation has been broken off the brown copper lead coming from the main switch to the RCD resulting in bare copper showing. The seller wont refund me or replace so I was wondering if it would be acceptable to use heat shrink to solve the problem and would it be safe to do so?

And refuse (as you can - I have done it) to return the item at your expense or you'll be out of pocket. The seller, if he wants it back can collect it or pay for you to return it. This is not a case of you changing your mind as is your right under the Distance Selling Regulations - the seller lied to you.

He's actually committed a criminal offence.

The cable is probably available as a spare from the maker - you could offer him the option of getting one and sending it to you.
 
Makes you wonder if anything else is faulty.

I think you can buy tri-rated leads separately if you can't sort this dispute.
 
Out of interest, what's his feedback like?

You may be able to send us a link of the original listing from your records, just to be nosy.
 
His feedback is good, he just does not want to accept responsibility. So is heat shrink a no no if I end up keeping it?

He sold it, as new, so he is responsible, whether he likes it or not!

If it really is new, and in the state you describe, then he should be able to get a refund or replacement from the manufacturer - but that's for him to sort out. You dealt with him, and he sold you somewthing, as new, which is not fit for purpose.
