Yes you need to buy the move controllers (one for each hand) otherwise he'll only be able to play racing games which defeats the whole object of the VR games. I would look to buy a complete bundle including the controllers, cables etc and test it all (or ask for it to be set-up/demo'd) before you buy it if buying off marketplace eg

CEX might be worth looking at too, it's a bit hit and miss with the quality of secondhand stuff from them sometimes but they generally don't quibble at all if you buy from them and all is not well and they're pretty good for warranties too (five years). If you did go the CEX route then you can buy online and if you get any issues go to a store for them to sort it, their online help is pretty poor/slow but in store is generally good.
