Convert .PCD files to jpeg (otl.)

I have some .PCD pix which I would like to convert, reduce and send by email from WIN 10.
Am having problems finding a suitable converter.

If you can display them on your screen then this may work

Display the picture. Press CTRL + Print Screen to copy screen into ClipBoard

Open Paint/

Paste from ClipBoard

Edit / resize image as required,

Store the Paint image as a Jpeg
