Converting a timber outbuilding

We have a complex of single skinned timber stables and outbuildings, part of which we would like to convert to guest accommodation. We would like to know the best way to insulate and waterproof this building in order to provide comfortable and dampproof accommodation? The stable suppliers have suggested Rockwell insulation and 6mm ply - is this the best option?

best ask the buildings inspector what he expects as he will be the one checking it complies with building regs
