Preferable to run cooker circuit back to consumer unit. Are you sure oven will take less than 13A. If so you could wire to a plug. But much better is to have switched fused outlet with neon indicator with cable wired in permanently. Outlet could be seperated from switch with intermediate cable buried in wall and switch convenient to use.
