Spacesaver 38 vented system 2x2 port valves, no trvs,
Put in a new rad recently 1600x500 and it is not warming up properly, tried all the usual things, bleeding, turning off other rads etc. (7 rads in total)
There is more heat at the top of the rad when the DHW is not being heated but still very cool at the bottom of the rad. The inlet rad valve is red hot but the outlet is only slightly warm.
The question is could there still be a air in the bottom of the rad even if there is water coming out of the bleed valve? or any other ideas.

No.

SOunds like just very low flow - look for stuck valves, ptfe stretched over the end of a rad valve spigot.
If you drain/remove the rad, water should gush out of each rad valve if you open them .

First I'd shut all the other rads and put on ch only and turn the pump up, to clear any airlock, if you haven't gone that far already.
